Declaration of the Russian NGO human rights observers at the 79th session of the UN Human Rights Committee: "About the Russian Federation's upholding the right to life during the course of the special operation in the theatrical center on Dubrovka."
On October 23-24th, 2003, during the course of the UN Human Rights Committee's examination of the Russian Federation's 5th periodic report on its fulfillment of the International Treaty on Civil and Political Rights, the Russian delegation presented its view on the (human rights) situation (in Russia) for the last 8 years. We are do not agree with the official report, and this is natural. Our estimate of this situation is expressed in our Alternative Report, which we have presented to the Committee.
However, the Russian delegation's position with regards to the events in the theatrical center on Dubrovka, which was paraphrased by FSB representative Viktor Milchenko, are so unacceptable that we consider it necessary to speak out on this question.

Газета.ру На Дубровке около этого самого театра, где год назад террористы захватили
заложников, сегодня городские власти поставили памятник. Сначала хотели
поставить такой театральный памятник, с чайками, но родственники погибших начали
возмущаться и говорить, что памятник, дескать, получается не жертвам терроризма,
а спектаклю. Подумали-подумали и решили, что журавли (памятник
аллегорический и изображает журавлей) – это не чайки. Чайка – театральный
символ. Журавль – скорее военный. Потому что Марк Бернес пел песню: «Мне кажется
порою, что солдаты, с кровавых не пришедшие полей, не в землю нашу полегли

Bykov: Mark Grigorevich, after the publication of your autobiography it seemed to me that you had forgiven the terrorists. You even forgave them what I think was the most terrible, the humiliation of forcing you to hold a demonstration…
Rozovsky: As far as the humiliation, you are probably correct, though the slogans of this demonstration reflected my own convictions. Sasha called me and said: "If you don't go demonstrate on Red Square they will kill all of us." She said it this way. Not 'blow up' but 'kill'.

Прокурор Москвы Михаил Авдюков в интервью "Российской газете" поделился
сведениями, полученными в ходе следствия по делу о захвате заложников
на Дубровке осенью прошлого года. По его словам, один из обвиняемых
чеченских боевиков, проходящий по другому делу, заявил на допросе, что
Шамиль Басаев планировал провести крупную акцию, предположительно
захват Государственной думы.
