Policemen granted amnesty Print E-mail

On Tuesday, May 29th, the Beslan court granted a petition on amnesty for three former chiefs of the regional department of the interior ministry (ROVD) for the right-bank district (East Beslan).  Miroslav Aidarov, Taimuraz Murtazov, and Guram Dryaev had been convicted of negligence leading to the deaths of people as a result of the act of terror in Beslan, according to RIA News.

The court also removed a travel restriction that had been placed on them.  The accused did not appear in court for the reading of the resolution.  It was reported that the judge read the resolution also in the absence of the victims, in the presence of only the civil defender, a secretary, bailiff, and two video cameras.

 

Meanwhile the victims continue to occupy the court building where cases are usually heard, demanding that the case go on.  Earlier they had caused the legal hearings to come to a halt when they protested the hearings that were being conducted without the presence of the victims.  The judge, never allowing them to speak, simply left the building.

 

The inconsolable women after this began to tear curtains and break glass in the windows, and smash furniture in the courtroom.  Bailiffs and policemen arrived, but they decided not to use force to stop the protest.

 

Recall that the lawyers of the accused had petitioned for amnesty for their clients on May 10th, in connection with a 2006 law concerning participants in armed conflicts in the North Caucasus.  In accordance with this amnesty, rebels and service members are granted amnesty if they have committed no serious crimes.

 

Miroslav Aidarov, Taimuraz Murtazov, and Guram Dryaev were formally charged with negligence, which is not a serious crime.   They were found guilty of not providing sufficient protection to schools in a case that began in March of 2006.  They never admitted their guilt, and declared that they carried out the orders of higher officials.

 

Recall that on September 1st, 2004, during a celebration of the first day of school, more than 1,200 persons were taken hostage.  Three days later, during an unplanned assault on the school building, more than 300 persons were killed, among which almost a half were children.
