Nurtay Abykayev, chairman of the National Security Committee (KNB), said that there are no direct preconditions for the emergence of terrorist groups in Kazakhstan, but, due to the regional environment, the threat of terrorism to the country is no less.

«In general, thanks to the president's policy and the country's leadership, in Kazakhstan there is no direct background of terrorism, but the threat is very real due to the influence of external factors, chief among them — our proximity to centers of terrorist and ethno-religious tensions,» said Abykayev, speaking at an OSCE conference on successful strategies and effective policies and practices for the prevention of terrorism.

He claimed that the regional security services «have noted the aspirations of certain international terrorist organizations to enter Central Asia, including Kazakhstan.»

«They have noted the involvement of our citizens in terrorist activities and the spread of radical ideology into the country,» continued the head of the KNB.

He stressed that the country's leadership approach to this problem lies in the unequivocal condemnation of terrorism in all its forms and manifestations, regardless of political, religious or other motives.

«Our country remains a consistent and strong supporter of a collective and integrated solution to counter this threat, and we view the security of Kazakhstan and Central Asia against terrorist threats as an integral part of the global security system,» Abykayev emphasized.

He recalled that this year Kazakhstan chairs the SCO council of regional anti-terrorist structures, and that a representative of the republic heads the Executive Committee. «We plan to use this to further enhance interactions between SCO member states in combating terrorism,» said the KNB chairman.

In addition, the head of the National Security Committee welcomed the extension of working contacts between Kazakh security forces and the counter-terrorism division of the OSCE, and the inclusion of Kazakhstan into the counter-terrorism network of the organization.

He also proposed exploring the possibility of yearly OSCE conferences on prevention of terrorism.

«This will be another useful and practical step by the OSCE towards cooperative action in creating reliable barriers against terrorist threats,» concluded the head of the KNB.
