It became known yesterday that the European Court of Human Rights received a complaint from 89 victims of the Beslan terror act. The victims intend to show that their relatives were denied their right to life, and that an objection investigation and effective legal defense was denied them in their homeland.
The fifty-page complaint was sent to Strasbourg by the ‘Voice of Beslan’ organization on June 25th. Yesterday the clerk of court reported that the appeal by the residents of Beslan had been registered as #26562/07, and titled ‘Kesayeva and 88 others versus Russia’. “The complaint hasn’t yet been accepted for processing since the plaintiffs have promised to send supplementary documents,” added the European court’s chancellery. "Новый вестник" 13-14 сентября в Вене на самом высоком уровне обсуждали проблемы жертв терактов. В конференции принимали участие представители ОБСЕ, ЕС, ООН, делегации и неправительственные организации из 56 стран. Но даже в столь масштабном и значимом мероприятии не обошлось без политических заявлений, демонстративных поступков и даже публичного сведения счетов. Карагандинка Светлана Губарева представляла на этой встрече неправительственную организацию "Норд-Ост". И, вернувшись из Австрии, поделилась с "НВ" впечатлениями.

The FSB knew about a possible hostage seizure from at least two sources: a continuation of Anna Politkovskaya’s investigation.
Four years and seven months after the tragedy at the theater on Dubrovka, the Moscow city prosecutor has stopped the investigation into the hostage seizure case “due to the inability of determining the location of the accused”. Supposedly a certain Derikhan Bakhayev and Hassan Zakayev are on the “wanted” list. Practice shows that this means only one thing – forget about it, no one is going to bother with this case anymore.
The main suspects were destroyed. The chief of the accused, according to the prosecutor, was Shamil Basayev, who also for technical reasons cannot tell anyone anything, and the lion’s share of guilt was assigned to him in a fiction concocted by the investigation. The fate of a video recording
In issue #90 of our December 1st, 2003, edition of ‘Novaya Gazeta’, we published video frame captures that came into our possession. In these the beginning of the hostage evacuation is clearly visible: hostages are carried out in the arms of special services soldiers, laid down on the steps in front of the entrance, and someone is seen injecting antidotes. Alongside this man some people in civilian clothes enter the area, with guns and white armbands.

The investigation will go no farther
‘Nord-Ost’, unlike Beslan, is almost an uninvestigated act of terror. Beslan took place in the Caucasus, while ‘Nord-Ost’ was in Moscow. Sitting hostage in the gymnasium of School #1 were relatives and friends, while in the theater auditorium at Dubrovka were scattered pieces of society, after which many of them, at least those who made it, once again took off in all directions.
