In an interview with ‘Rossiyskaya Gazeta’, Moscow Prosecutor Mikhail Avdyukov shared information obtained during the investigation into last fall’s hostage crisis at Dubrovka. According to Avdyukov, one of the suspected Chechen militants on trial in a different case, during questioning said that Shamil Basayev had been planning a large-scale attack, presumably the capture of the Duma (the lower house of the federal parliament). Declaration of the Russian NGO human rights observers at the 79th session of the UN Human Rights Committee: «About the Russian Federation's upholding the right to life during the course of the special operation in the theatrical center on Dubrovka.»
On October 23-24th, 2003, during the course of the UN Human Rights Committee's examination of the Russian Federation's 5th periodic report on its fulfillment of the International Treaty on Civil and Political Rights, the Russian delegation presented its view on the (human rights) situation (in Russia) for the last 8 years. We are do not agree with the official report, and this is natural. Our estimate of this situation is expressed in our Alternative Report, which we have presented to the Committee.
However, the Russian delegation's position with regards to the events in the theatrical center on Dubrovka, which was paraphrased by FSB representative Viktor Milchenko, are so unacceptable that we consider it necessary to speak out on this question.

The Moscow city government has erected a monument near the same building on Dubrovka where one year ago terrorists seized hostages. Initially they wanted to put up some sort of theatrical monument, with seagulls, but relatives of the victims grew indignant and said that in this case the monument would not be in memory of the terror victims, but to the musical. The city thought it over and decided that cranes (the monument allegorically depicts cranes) are not the same as seagulls. A seagull would have been a theatrical character, whereas a crane is more of a war symbol, because of the song by Mark Bernes: “At times I think soldiers, who never returned from bloody battlefields, do not lay under our native land, but have changed into white cranes.” Such associations around.
