The terrorist attack at Domodedovo airport will be the main theme of a meeting of the Presidential Council on the Development of Civil Society and Human Rights, held in Yekaterinburg on February 1st. To investigate the terrorist attack, the Council appointed an ad hoc group under Kirill Kabanov, the chairman of the National Anti-Corruption Committee. In an interview with ‘Radio Liberty’, Mr. Kabanov talked about what he intended to say to President Dmitry Medvedev: KIRILL KABANOV: In my opinion, the first step is to conduct a personnel assessment, and not just go in and chop off heads at random. We must understand how well public functions to ensure security and combat terrorism are being performed, and only after this assessment should any personnel decisions be made. The investigation into the murder of Novaya Gazeta reporter Anna Politkovskaya has been extended until May 7th, 2011, according to the Novosti news agency. Anna Stavitskaya, attorney for relatives of the murdered journalist, reported this. In October of 2010, the Investigative Committee of the Russian Attorney General’s Office filed new charges against Sergei Hajikurbanov related to the case. Hajikurbanov is a former major of the Moscow anti-organized crime unit. Virtually identical charges were filed against him during the first investigation. Human rights activist Irina Halay talks about the government and victims of terrorist attacks On February 1st, 9 days after the terrorist attack at Domodedovo airport, Moscow will remember the victims of this tragedy. Over the part 10 years in Russia, according to information from public sources, more than 70 terrorist attacks have taken place. Most of these have been in the North Caucasus. Since 2001 there have been more than 1,300 killed in these crimes, and about 3,500 injured, but there is still no such thing as “a victim of terrorist attack” under Russian law. Irina Halay, chairman of the ‘Volga-Don’ public organization promoting the protection of the rights of victims of the Volgodonsk terrorist attack, discusses with Radio Liberty who or what is interfering with the adoption of such a law: Irina Halay: Russia is the only country where there is no law on the social protection of victims of terrorist attacks. The Beslan children, the Volgodonsk children, and the children of ‘Nord-Ost’ are in need of rehabilitation. It should have been necessary to treat children and then observe them for a protracted period, as well as mothers who were pregnant and gave birth while still injured from these attacks. This never happened, and so children with various syndromes were born.

After shaking up the transport police department, Medvedev introduces the post of ‘deputy minister for transportation security’ President Dmitry Medvedev has created a new post. Yet another deputy interior minister, one who will be responsible for transportation security. Appointed to the new post was Colonel-General of Police Viktor Kiryanov, who previously headed the Russian department of traffic police. The president announced this during a meeting with Interior Minister Rashid Nurgaliyev and General Kiryanov. The Head of State recalled that recently he made several executive orders in the field of transportation security, noting that the Prime Minister expects a report in the near future. “Even before the execution of these orders, I believe that the Interior Ministry must optimize its work relative to transportation,” the president said, adding that this is necessary in order to ensure security and law enforcement.

The Domodedovo terrorist attack as an indicator of the effectiveness of the Russian security services In spite of regularly occurring acts of terrorism around the world, a normal person cannot get used to these cruel acts of violence against entirely innocent persons, people whose only ‘guilt’ is that they are have a different nationality, religion, or political view. Each terrorist attack that results in human casualties is therefore perceived by the vast majority of people around the world as a personal tragedy, regardless of the country where the crime takes place, especially since the victims of such attacks are increasingly citizens of different countries.
