 On September 3rd in Moscow there will be events marking a Day of Solidarity in the fight against terrorism, according to the Public Relations Committee of the capital city. A federal law established the Memorial Day, titled: Days of military glory (victorious days) of Russia. It is dedicated to the tragic events of September in Beslan.

 Interfax-Russia.ru — The head of North Ossetia, Teimuraz Mamsurov said that there is still no law in Russian concerning the status of citizens who are victims of terrorist acts.

 The Orel partisan-nationalists, accused of arson and bombings of local police stations, prosecutor's offices, and stores and cafes belonging to a minorities from the Caucasus, have turned out to be some nice-looking fellows. And that is the worst part of it all.
According to the district prosecutor’s office, Major Victor Lukonin, a 32-year-old physical education teacher at the Federal Protective Service (FSO) academy in Orel, was the head of the detachment. The FSB took him into custody at 3 am on August 8th at one of the highway patrol posts in Orel. «Found inside his car was a pen-like device that was actually a single-shot gun that fired small-caliber ammunition, as well as religious CDs and leaflets,» reported Maria Shakin, press spokesman for the Orel regional Internal Affairs Directorate. In Lukonin's garage were found two sawed-off shotguns, a revolver without a serial number, other pen-guns capable of firing small-caliber ammunition, explosives, components for pipe bombs, and four Molotov cocktails.
According to preliminary data, other group members include men with last names of Zharkikh, Martynov, Romkin, Savoskin, Artamonov, and Shilaev. It is known that two of them are graduates of the FSO Academy, while the rest include a guard for a private security firm, as well as a worker at the local Unimilk factory, and certain unemployed persons aged 18 to 23.

 The blast in the middle of Pyatigorsk in the Stavropol territory is being investigated as a criminal case under articles of the laws on terrorist acts.
According to the press service of the North Caucasus procurator, central office of investigations for the North Caucasus and southern federal districts, a criminal case has been initiated with regards to the explosion in the Pyatigorsk café, due to evidence of a crime envisaged by Article 205 of the Criminal Code (Terrorist Attack), Article 105 of the Criminal Code (Attempted Murder), and Article 223 of the Criminal Code (Illegal Manufacture of Explosives).
According to preliminary reports by the investigation, at 4:15 pm (Moscow time) on Tuesday, a VAZ-2106 car carrying a smokeless explosive device blew up in front of the cafe located on Kirov Street.  Ten years ago, on August 8th, 2000, at about six in the evening in a pedestrian underpass in Moscow's Pushkin Square, an explosion occurred, killing 13 and injuring 118 with various degrees of severity. The Moscow city prosecutor's office initiated a criminal case under legal articles concerning murder and terrorism, but in the end the investigation into the case was suspended and those killed or injured in the explosion are still not recognized as victims.
The improvised explosive device in the pedestrian underpass at Pushkin Square had the strength of 350 to 800 grams of TNT, and its design consisted of screws, bolts and a motorcycle battery. The investigation established that two men went up to a pavilion, left a briefcase and plastic bag, and rushed out. Then the bomb exploded, killing thirteen and injuring one hundred and eighteen.
