VI International Congress on Victims of Terrorist Attacks held in Salamanca, Spain From February 11th to the 13th, 2010, the ancient Spanish city of Salamanca hosted the 6th International Congress on Victims of Terror Attacks Over 400 attended the Congress. I. Khalai, chairman of the ‘Volga-Don’ regional public organization promoting the protection of the rights of victims of terrorist attacks, was invited from Russia. Invited at her recommendation was E. Kesayeva, the head of the ‘Voice of Beslan’ non-governmental organization. Arriving from Madrid to welcome the twelve participants, victims of terrorist attacks who represented various countries (Russia, USA, UK, France, Italy, Argentina, Colombia, etc.), was Felipe, the Spanish Prince of Asturias, as well as his wife. The Novgorod regional court announced passed sentences on the defendants in the 2007 bombing of the Nevsky Express train line. One defendant was sentenced to 10 years imprisonment in a penal colony, and the other to 4 years. And the question that immediately arises is: were they acquitted under the law governing terrorism? Salambek Dzahkiev and Maksharip Khidriev were only sent to prison for the illegal purchase and transportation of ammunition and explosives, and for robbery. The death toll in the explosion of Nevsky Express train, which occurred on November 27th, 2009, has increased to 28. The Health Ministry press office reported this on January 15th, and the message transmitted by 'Interfax'. Neither the name of the victim nor the address of the hospital where he died was specified.
