Uribes: the Spanish model for supporting terror victims may be an example Jose Manuel Rodriguez Uribes, general director of the Spanish interior ministry's Department of Terror Victim Support, discussed the Spanish model of state support to terror victims in an exclusive interview with the 'RIA Novosti' news agency. - Recently you participated in 5th International Congress on Terror Victims, which was held in Colombia. What, in your opinion, was the most remarkable event of the forum? I would say that it was certainly participation by terror victims in the Congress. More than 1,600 people, who were in one way or another affected by various acts of terror, attended at that time. There were people from Colombia itself, which had for decades suffered from the depredations of FARC (ed: the Revolutionary Armed Forces of Colombia). There were victims of the terrorist attacks in the United States on September 11th, 2001. There were some survivors from one of the bloodiest attacks in Northern Ireland, in Omaha (Ireland). There were many Spaniards, who were victims of Basque terrorism and the terrorist attacks on March 11th, 2004. Felipe, Prince of Asturias, as well as his wife, and the presidents of Colombia and Mexico, attended the Congress. The latter closed the Congress. These persons also lent their gravitas to the event. ELDERLY PEOPLE WHO SUFFERED FROM THE TERRORIST ATTACK DID NOT EVEN DESERVE A HOT CUP OF TEA In November of 2009, the regional public organization promoting the protection of the rights of victims of the Volga-Don terrorist attack launched a project. Its title: 'Rehabilitating elderly victims of the terrorist attack by bringing them to a joint event in order to share their experiences and enrich their level of culture and spirituality'. It is within the framework of the international program 'The Meeting Place is Dialogue'. Earlier, in October of 2009, our organization asked Volgodonsk mayor V. A. Firsov for help with free premises for the project. This socially significant project was for elderly people who suffered from the terrorist attack, so that on Saturdays they could attend lectures on psychology and legal literacy, talks by physical therapists, as well as receive computer training. The railway catastrophe, which claimed three dozen lives, clearly demonstrates that our country is not ready for emergency situations. Assistance arrived on the scene some two hours after the accident, and ambulances did not arrive for three hours. Passengers and train workers were left to themselves. 'Fontanka' finds out what the leaders of the railways have concluded. What says it all is the fact that there could have been a lot fewer victims if people had been helped in a timely fashion, if there had been enough medical supplies, and if the cars had been designed differently. People were not affected by the explosion itself, but as a result of the train derailing. It is clear that providing all hospitals in the Tver and Novgorod regions with medicines, or repairing roads so that ambulances can quickly get to the scene, are insolvable problems, at least in the short term. An explosive device exploded in Dagestan in the path of passenger train No. 374, 'Tyumen-Baku'. According to preliminary data there were no victims, the emergencies ministry of Dagestan reported to 'RIA Novosti'. «On Monday morning at post No. 7, Izberbash-Inchkhe, in Kayakent region of Dagestan, railway tracks were blown up in front of a train traveling from Tyumen to Baku. According to preliminary reports, there were no deaths or injuries,» said the source. According to him, rolling stock did not leave the rails, but passed over the damaged section of track. «The explosion occurred along a level stretch. The train is stopped, and all relevant services have driven out to the scene,» added the representative of the Russian Ministry of Emergency Situations in Dagestan. According to recent data, 25 people died and 64 received injuries of varying degrees as a result of the wreck of the 'Nevsky Express', which occurred last Friday on the border of the Tver and Novgorod regions.
