Dear leaders of municipalities!
We are all united by one common tragedy — within our cities were committed terrorist attacks.
Terrorism even now poses a direct threat to the national security of any state, and remains an acute problem for contemporary Russia.
At present the legal frameworks to combat terrorism in Russia are the Constitution of the Russian Federation, the Russian Criminal Code, and the Federal Law dated 6 March 2006, Article 35-FZ: 'On Combating Terrorism', which regulates procedures for compensating damages caused as a result of a terrorist act as well as social rehabilitation of personnel who were on duty in the aftermath of a terrorist act.
The law, unfortunately, does not define separation of powers at federal, regional and local levels in providing one-time financial assistance and compensation to individuals who are harmed as a result of a terrorist act. The Volgodonsk city administration sent an appeal to parliamentarians of the Rostov regional legislative assembly, on the need to turn to the Parliament of the Russian Federation on adopting a Federal Law, titled 'On social protection of citizens affected by terrorist acts'. Given this situation, we encourage you to contact your representative bodies in the Russian Federation in order to initiate adoption of the Federal Law, 'On social protection of citizens affected by terrorist acts'.
