Six years ago, on September 1st, 2004, terrorists seized Secondary School No. 1 in the city of Beslan, taking 1,127 hostages. Two days later the school was stormed (by the authorities). In the end, during those three days, 330 were killed in the school, and three later died in the hospital. More than half the dead were children. Why, even though it has been six years since the tragedy, is the investigation into the terrorist attack still not over?

According to hostages and relatives of victims of the tragic events occurring six years ago in Beslan, the investigation is biased and purposely prolonged. All the facts are there to prove involvement in the crime, or innocence, it only needs to be acknowledged. Anna Gadiyeva, co-chair of the Beslan Mothers committee, explains:

“Six years, we said the same thing, but it’s all just the same. The investigative bodies did not consider all the facts that were identified at the trial of Kulayev, the sole surviving terrorist, and the eyewitness testimony. Our appeals have mostly been rejected. Instead, we are told that another investigation has been scheduled. One just needs to identify that the operational headquarters for rescuing the hostages did not fulfill its function, the operational headquarters allowed the spontaneous assault to occur.”

Aleksandr Cherkasov, board member of the Memorial human rights organization, discussed reasons why the investigation into the terrorist act at the school was not brought to an end, despite the fact that the only surviving terrorist was already tried, with many details coming to light from his testimony, as well as from witnesses to the capture of the school:

“While investigating this crime, it was necessary to separate the actions of the terrorists from those of the security forces. And here is what is called a conflict of interest. What agency performs counter-terrorist operations? The Federal Security Service. What agency is investigating attacks such as Nord-Ost and Beslan? The investigation includes the Federal Security Service and from the outset government agencies were interested in proving their case, not in finding out what really happened.”

Anna Gadiyeva, co-chair of the Beslan Mothers committee, discussed the situation of victims on the tragic events in Beslan in September of 2004, and stressed that they cannot protect their rights due to lack of a law concerning victims of terrorist acts:

“Children who are seriously injured due to a terrorist attack are not protected by the state. Is there is some sort of a unit, assisted by authorities in the (Ossetian) republic and some state programs to assist victims of terrorist attacks (not just ours, but attacks in general that occur in the nation and in our republic)? No. Therefore, it is more and more difficult to find funds for rehabilitation of children and adults. Right now psychological assistance is very much needed, because as time passes many cannot cope with all the pain.”

It turns out that the victims of the seizure of the school in Beslan remain largely reliant on the assistance of charitable organizations. But here they can find themselves in a jam. This publication has already talked about how the tax authorities demanded that dozens of Beslan families pay a tax, since their children attend classes in a school created with the assistance of Mikhail Khodorkovsky, located in the Moscow suburb of Koralovo. At this time authorities of North Ossetia help pay this tax, but it is not known what will happen next year.
