FSB reports on terrorist threat response

ImageThe Russian Federal Security Service has released a draft of a decree by President Dmitry Medvedev on the order of establishing terrorist threat levels.

According to the published document, a “blue” (increased) level of terrorist threat is placed on an area or object where there is unconfirmed information about a real threat of a terrorist attack. Following the announcement of a “blue” level, special work must be done to verify information about a possible terrorist attack, and instructions are given to the law enforcement agencies. The subject of the possible terrorist attack receives increased patrols in public places, and there is an increase in checks of potential targets of terrorist attacks.

If confirmed, the threat level is set at a “yellow” (high) level of risk. In addition to the requirements of the “blue” level, searches are conducted for potential terrorists on air, water, highway, and rail transportation facilities. There is also enhanced monitoring of compliance of Russian citizens with registration and deregistration of their places of residence within the territory under the declared level of risk, as well as checks of permits for temporary residence, as well as entry and exit permits from the Russian Federation. Law enforcement agencies are to carry out additional activities to organize areas for temporary accommodation of people in the event of counter-terrorism operations.

In the even of a terrorist attack, or the direct presence of the requisites for the commission of a terrorist attack, a critical “red” level of risk is declared. Groupings of forces and resources for counter-terrorist operations are put into a state of readiness, and there is enhanced protection of objects against possible terrorist attacks. There are also increases in the scrutiny of transportation with additional technical devices used to detect weapons and explosives. If necessary, adjustments can be made to schedules of all modes of transport, as well as the conduct of other activities in the emergency response.

The chairman of the local anti-terrorism commission is authorized to set and clear “blue” and “yellow” levels, while the chairman of the National Antiterrorist Committee can determine a critical risk level.

In accordance with the presidential decree, an elevated terrorist threat level cannot be declared for longer than 15 days, and is determined by the chairman of the antiterrorist commission of the subject region of the Russian Federation. When any elevated level of terrorist threat is set, there is mandatory reporting in the media.

A law with a terrorist threat color scale was submitted to the Federal Parliament in November 2010 by the administration, and adopted on April 22nd, 2011. President Dmitry Medvedev signed it into law on May 3rd.

The introduction of such a color scale in Russia was discussed following the terrorist attacks on the Moscow metro in March 2010.
