Justice Ministry names compensation for victims in the fight

Compensation for civilians who lose relatives as a result of counter-terrorist operations should be at least 15 thousand euros, said Justice Minister Aleksandr Konovalov.

«As far as I know, the amount of compensation related to the disappearance of a relative or other loved one during counter-terrorist operations should approach the equivalent of 15,000 euros. This sum is certainly not final, and we don't know what it will end up being, but for now the standard looks like this,» said Konovalov, according to a report in 'Interfax'.
The head of the Justice Ministry said that, in curbing the activities of separatists and terrorists, the authorities are often compelled to cause harm to civilians not involved in terror attacks. Victims, therefore, should receive additional compensation from the budget. In this regard, the Ministry of Justice drafted a bill that defines procedures for compensating victims of terrorist attacks or counter-terrorist operations.

As was reported this week by the Russian commissioner at the European Court of Human Rights, Georgiy Matyushkin, during the autumn session the Russian Parliament will examine a draft bill to compensate citizens for delayed fulfillment of justice.

He explained that the Strasbourg Court made a preliminary decision regarding the Russian Federation, giving Russia six months to establish an internal mechanism to protect citizens from delayed execution of justice. He stressed that about a quarter of the complaints by Russian citizens at the Strasbourg Court were related to this particular issue.

He did not, however, name the amount of compensation.

«It's too early to talk about sums of compensation. What's important is that the European Court said our domestic remedies must be effective, and that the sums shouldn't vary from the amounts of compensation that the European Court awards,» explained Matyushkin.
