Dmitry Medvedev met with relatives of victims of the Beslan tragedy. Will the investigation into the terrorist attack now by reopened? The Russian president promised relatives of victims of the Beslan terrorist attack that he will once again examine the investigation file, punish those who have not yet been brought to justice for the tragedy, and provide additional assistance to victims. These are the results of a meeting between Dmitry Medvedev and representatives of the 'Mothers of Beslan' non-governmental organization (NGO). Members of 'Voice of Beslan', another NGO that unites bereaved families, were surprised that they were not invited to the meeting with the president. The meeting between the 'Mothers of Beslan' and Medvedev was scheduled for May 5th, but was canceled due to urgent matters on the President's part. Time for the meeting could only be found for the evening of June 1st, on the eve of the President's departure for Italy. What did the victims' relatives ask the head of state? Anneta Gadiyeva, «We prepared three documents for the president. One is on the biased investigation into the Beslan terrorist act. The second paper deals with social protection of victims of terrorist acts — not just victims of our own tragedy, Beslan, but also for all those who have suffered from terrorist attacks in Russia. The third document is our recommendations on combating terrorism. We felt that we have the right to make such a recommendation, as we have experienced the horror of terrorism and so we are the ones most interested in seeing this evil defeated.» - What was said with regard to the investigation into the Beslan tragedy and punishment of the perpetrators? «The fact that the attack was predictable, but nothing was done. Those who are responsible for security displayed negligence and bad faith. We then talked about how when the school siege took place, the operational headquarters that was set up did not take any real steps to rescue the hostages. The third issue raised was the biased investigation. Unless those officials responsible for public safety are punished, Russian citizens will not be safe,» maintained the Representatives of the other NGO uniting victims, 'Voice of Beslan', several times sought meetings with the President, but without success. Recall that in 2008′Voice of Beslan' lost legal status. The organization was re-registered as such that it no longer had any of its founders as members. The original chairman of 'Voice of Beslan', Ella Kesayeva, termed the situation «a raid.» In the spring of 2011, the North Ossetia justice ministry refused to allow 'Voice of Beslan' to register as a legal entity. Despite this, Ella Kesayeva was glad that at least some victims' relatives were able to meet with the head of state: «I think the president knew well who the 'Voice of Beslan' is, as it sent him dozens of letters and petitions with thousands of signatures… It's his choice. It doesn't matter to us who he even meets, what's important is whether or not there will be any results.» - You would have talked with President Medvedev about the same topics as did the 'Mothers of Beslan'? «Not completely. Indeed, the chronology of the court hearings could not be conveyed to him, because the court hearings were by us, 'Voice of Beslan'. We are the organizers of the petitions to the European Court of Human Rights, a total of 294 statements. Back in the end of May we sent complaints to Strasbourg from 94 victims. It was a colossal work: the resolutions from courts that we went through in Russia, and this is also an experience from which we draw our conclusions. The judicial system does not work. The fact is, it is not just that former President Dzasokhov was not punished, the hostage negotiator was also not punished… These are particular instances. A system of irresponsibility has been built up, and the laws do not work — that's what I would have had to to say. »Probably the result of this meeting must at least be a small guaranty of social security, small, but real. I, however, believe it should be at the national level. We want to cover all victims of terror. I think the victims of other terrorist attacks — Why do the authorities prefer to engage in dialogue with representatives of only one of the Beslan victims organizations? Here is the opinion of the creator of the website 'The Truth about Beslan', Marina Litvinovich: «I think there are at least three reasons for this. The main reason is that these two organizations — 'Mothers of Beslan' and 'Voice of Beslan' — have different understandings of what happened during the terrorist attack, and different conclusions. 'Mothers of Beslan' accuses, basically, the local Ossetian authorities and former President Dzasokhov, saying that they did not prevent an attack, that they knew about it and did nothing… While 'Voice of Beslan' raises a far more serious and important issue, namely, that the storming of the school and the first shots at the school were not by the terrorists, but by members of the Russian security services. This is exactly the conclusion that the authorities do not want to hear. This is the first and most important reason. The second reason, of course, is Strasbourg, because everyone active in filing complaints with the Strasbourg is from the 'Voice of Beslan', and of course the authorities do not like this very much. The third reason that I see is that on the whole the activities of the 'Voice of Beslan' in recent years has been more opposition-minded. 'Mothers of Beslan' do not take part in political and social activities, at least in any case, they do not participate in rallies and pickets. »I would add that 'Voice of Beslan' has developed a very important bill, titled 'Oon the Status of Victims of Terrorism", which ideally would relate to all who are affected by the terrorist attacks in Russia over the past 10 to 15 years. It is very unfortunate that at the meeting with the president there were no representatives from 'Voice of Beslan', because it seems to me extremely important that they adopt such a law. A law that would clearly define what the state guarantees people who — largely as a fault of the state — have become victims of terrorism, lost their health and lost their relatives. If we talk about any expectations from this meeting, the minimum that could be done here is still to get his approval of such a bill as developed by 'Voice of Beslan' in collaboration with other organizations of victims of terrorist attacks. You can use this bill as a foundation and let the government or the presidential administration prepare such a document." - At a meeting with 'Mothers of Beslan' the president promised to «carefully examine the materials of the investigation of the terrorist attack.» What tangible actions could this have on the authorities? «Here in fact the situation is very simple, to experts, to persons involved in explosives ordnance, the picture is clear. An independent investigation was carried out and conclusions were reached. It is really that the truth is too unpleasant to acknowledge — to admit that the Russian military started killing their children. Recognition of this truth would be a very serious blow to Putin. To me it seems unlikely that Dmitry Medvedev would dare do so. So I do not expect any major changes. If they adopt the law that I was talking about, then that's good. Though, of course, this isn't enough,» noted Marina Litvinovich. As a result of the siege of the Beslan school by militants on September 1st, 2004, and the ensuing assault on September 3rd, more than three hundred people were killed, mostly children.
