Rehabilitating victims of terrorist attacks isn't a priority

ImageOn the day before the 11th anniversary of the Volgodonsk bombing, we learned that our project, whose goal is social rehabilitation of the victims of the Volgodonsk suicide attack, was — once again — not among the winners of a presidential grant.

The trusteeship of the grants, assigned to the Public Chamber of Russia's «National Welfare Fund», has for the fourth time demonstrated that assisting victims of a terrorist attack is not Russia's priority.

Our organization for protecting of the rights of the «Volga-Don» terror attack victims is the only one that has filed applications for the Russian presidential grants four years in a row. This year we even had letters of recommendation from the Volgodonsk city mayor, as well as the chairman of the city council.

But, once again, our problems are not «socially significant» enough for the national foundation. Unfortunately, they never explained the reason for their refusal.

For eleven years we have been trying to persuade our nation’s leaders to adopt a law promoting the social welfare of victims of terrorist attacks, but to no avail. There is a deaf, impenetrable wall of indifference.

On February 10th, 2010, the 6th International Congress on Victims of Terror met in the Spanish city of Salamanca. Crown Prince Philip and Princess Leticia came from Madrid to greet terror act victims arriving from all over the world, including Russia. Irina Khalai, head of the «Volga-Don» organization, and Ella Kesayeva, head of the «Voice of Beslan» organization, had also been also invited to the congress.

At the Congress European and American organizations of terror victims spoke about the large amount of assistance given by their governments to victims of terrorist attacks.

In Russia, however, there is this day not even the concept of “victim of a terrorist attack.” In Volgodonsk compensation was made as if for any other type of disaster, and those disabled in these attacks are “tainted” as having been “disabled due to accident.”

Quietly, almost not even covered in the media, the 6th anniversary of the terrorist act in Beslan passed by. So too will the 11th anniversary of the Volgodonsk terror attack pass.

True, this is just the pain of one single city. But how many such cities are there already Russia?! Maybe it is time to hear the pain, since it is so enshrined in the Russian constitution? Perhaps only the European Court recommends Russia protect its citizens?!
