Officers from the Moscow metropolitan security service (OSB) planted a fake bomb on the premises of the 7th precinct of the Moscow metro during an exercise, according to the website for the Moscow directorate of the Interior Ministry. According to the report, the results of the exercises were not satisfactory, because “department staff and managers did not observe the proper sequence of actions during an emergency situation.” In connection with this, some members of the unit received disciplinary actions, and the chief of the unit is to receive a severe reprimand. The police did not disclose details of the September 27th exercises. According to the web portal Life News (http://www.lifenews.ru/news/70715), events unfolded like this: two men from the OSB entered the 7th subway precinct, ostensibly looking for work. They had with them a black bag, which they left in the lobby before leaving the building. Inside the package was a fake bomb — a piece of soap with a cell phone attached. When OSB officers arrived at the 7th precinct for an inspection, however, the fake bomb was nowhere to be found — someone had stolen it. “When OSB operatives got to the site, they received a dressing down… for the loss of government property,” a source with the Moscow police told the news portal. According to RIA Novosti (http://www.rian.ru/), on September 27th there was yet another incident involving a false report about a bomb on the Moscow subway. Late at night a box, marked “bomb, do not touch!” was found on the ‘Smolenskaya’ subway station platform. Demolitions experts arrived at the scene, but did not find any explosives on examining the box. On opening it, they found leather slippers.
