ImageThe terrorist attack at Domodedovo airport will be the main theme of a meeting of the Presidential Council on the Development of Civil Society and Human Rights, held in Yekaterinburg on February 1st. To investigate the terrorist attack, the Council appointed an ad hoc group under Kirill Kabanov, the chairman of the National Anti-Corruption Committee. In an interview with ‘Radio Liberty’, Mr. Kabanov talked about what he intended to say to President Dmitry Medvedev:
KIRILL KABANOV: In my opinion, the first step is to conduct a personnel assessment, and not just go in and chop off heads at random. We must understand how well public functions to ensure security and combat terrorism are being performed, and only after this assessment should any personnel decisions be made.
There is a global problem – the interaction between the president and the public. It is obvious that society itself is behaving quite infantile, both in terms of fighting corruption, and with regards to the issue of security and combating terrorism. Society considers terrorism the government’s problem, and only when it is directly confronted by terrorism it does it perceive it to be a personal problem.
There is another issue – one that is somewhat lyrical, but it still cannot but cause one to worry. In a number of penal regulations there is such a thing as a “violation of the public interest,” but nowhere is it legally defined what exactly constitutes “the public interest.” This is a question we would like to discuss with the President, because global security is in the public interest. It is clear that government agencies protect the government interests, but is there full protection of the public interests? We would like to receive an answer to this question, and we hope for support from the President.
RADIO LIBERTY: Do you intend to make reference to these problems, or will you wait for some concrete decision from the President?
KIRILL KABANOV: We want to reference these problems and understand whether the Council is moving in the right direction within the framework of powers he has allocated it. The President himself regulates the Council’s work, and so he should place before us those tasks in which he is interested, while we for our part are ready to do what he considers important.
RADIO LIBERTY: Do you plan to touch on the enactment of a law that governs victims of terrorist attacks? This is something that has long been sought by the victims of the Dubrovka theatrical center attack, as well as victims of Volgodonsk and other places. They have demanded it for many years, but to no avail.
KIRILL KABANOV: We discussed this issue and I think it must definitely be mentioned, because a “victim of a terrorist attack” is not the same as a victim of an ordinary crime. It is due to a failure within the public system, that is, a person suffers because the state did not fully comply with its responsibilities to ensure public safety. The Council, and I personally, believe that such a law is needed in Russia.
